Start with the account-level status you can prove today. Circular Action Alliance publishes producer-to-PRO planning dates, while state agencies may maintain separate filings and program milestones. Program fees are already in effect in Oregon (since July 1, 2025) and Colorado (since January 2026; effective January 1). Verify current account-level reporting and billing status directly with CAA and the applicable state source.
Step 2 - Portfolio shape
This sizes the work and the risk - it never affects who owes what (producer status and exemptions are decisions for you and your counsel, not this page).
Step 3 (optional) - Paste a packaging BOM
Expected columns: sku, component, material, weight_g,
plastic_weight_g, count - header names are matched loosely ("qty", "weight (g)", "resin" all
work). You get a material mix, a missing-data report, and California plastic flags. Skipping this
step is fine; the results just stay qualitative.
